The County of Hancock, in the interest of increasing energy efficiency, updating infrastructure and reducing environmental impacts, is seeking proposals from qualified consultants to conduct an energy efficiency audit for the County of Hancock courthouse building, county jail, sheriff’s department, district attorney’s building and the airport terminal and maintenance building.
The consultant will conduct an energy audit and provide a comprehensive energy efficiency and savings report. The audit report will include a study of the existing energy/utility systems serving the buildings; identify measures designed to maximize energy cost savings as well as minimize operational and maintenance costs; assess the economic and technical feasibility of suggested measures; and project the estimated savings from the implementation of each measure. The energy audit should contain a comprehensive list of energy efficiency measures and a table of expected cost and savings for each measure. The savings should list any rebates or financial incentives available from the power utility, Efficiency Maine or other sources. Areas that have been recommended are; solar, geo-thermal, wind, replacement, and upgrades.
Components of the audit should include, but are not limited to, recommendations for improvements to indoor and outdoor lighting, heating and heat distribution systems, cooling systems, air distribution systems, hot water systems, electric motors and drive systems, kitchen and dining equipment, water usage systems, (both waste and potable), renewable energy systems, energy conservation systems, as well as other energy systems, and building envelopes.
The proposal should describe the procedures necessary to ensure that defensible and quality data are collected and reported. The proposal document should clearly demonstrate that the consultant (and sub-consultants where applicable) possesses a clear understanding of the overall scope of the project. Additionally, the proposal should identify the project manager, each staff person to be assigned to each component of the project, describe the respective capabilities and roles of each assigned staff member and provide resumes of each person who will participate in this project.
The proposal document should describe the approach and methodology to be followed in completing every aspect of the project. The proposal document must include sufficient detail to demonstrate the level of effort proposed for individual team members, and a complete understanding of how the work is to be planned and completed.
Proposals should be submitted to the County of Hancock in both electronic and hard copy formats. The proposal document should, at a minimum, contain the following information and materials:
1. A detailed description of the intended design approach including:
- Specific needs of each facility
- Technical and economic analysis, presented in a manner typically required for a funding application
- Identification of potential innovative energy applications, with an emphasis on practical options
- d. Descriptions of proposed energy conservation measures, including interaction between measures and implementation issues
- e. Summary table with overview of energy savings, estimated costs and simple payback of all measures
2. The name, size, location and description of the lead consulting firm, and any work is proposed to be undertaken in consultation with or in association with other consulting firms, the name, size, location and description of such firm(s).
3. A list of similar projects undertaken by the firm (and any sub-consulting firms, where applicable), together with a list of respective reference contracts (clients name, client contact person and telephone number).
4. A list of the staff or members of the project team (including resumés) to be assigned to work on the project, their locations, including detailed outlines of past experience and involvement (with dates) in similar projects.
5. A schedule of key activities, tasks, and resources, including milestones, deliverables and completion dates regarding the services to be delivered by both the lead consultant and any sub-consultant.
6. A breakdown of all costs for preparing the audit should be identified for each building and facility noted in the building list. A fixed fee inclusive of all disbursements is required.
7. Evidence of professional liability insurance must be provided
The successful consultant shall meet with members of the County of Hancock staff at the following milestones:
- Project orientation
- Pre-presentation of the recommendations
- Final presentation to the county commissioners

Firms responding to this RFP should submit six (6) copies of their proposals to: Clerk, County of Hancock, 50 State Street Suite 7, Ellsworth Maine 04605. Two electronic copies should be provided on a disk or thumb drive. Proposals must arrive no later than 12:00 p.m., March 25, 2010, at which time the bids will be opened for review. Questions regarding this project should be directed to Philip Roy. Access for inspection of buildings will be directed to the above managers. A non mandatory walk-through will be conducted on March 15 at 9:00 a.m. and will start in the commissioners meeting room. After review of courthouse, sheriff's office, jail and district attorney’s office, the walk-through will move to the airport terminal building and maintenance garage. No other provision will be made to review buildings for the RFP process.

Proposals from responding firms will be evaluated by the following criteria:
10% The firm's reputation for personal and professional integrity and competence; ability to work with and comply with federal, state and municipal government agencies and familiarity and experience with the type of project.
10% Professional and educational experience of key personnel to be assigned to the project
25% Ability of the firm to provide required services and to perform the required work within the project period.
25% Cost of service provided
30% Strategies and approaches
All proposals will be evaluated based on the above criteria by a review committee.

The County of Hancock is requesting proposals from interested and qualified firms to conduct an energy audit of its buildings. Proposals must be submitted no later than 12:00 p.m., (EST) March 25, 2010. All proposals must be submitted in accordance with the "County of Hancock Energy Efficiency and Report "RFP". The County reserves the right to accept or reject any or all proposals.
